Description:
============

Public Law (PL) 112-154, requires Veterans Affairs (VA) to provide
hospital care and medical services to Veterans who served on active duty
at Camp Lejeune, North Carolina for one or more of following fifteen
specified illnesses or conditions: esophageal cancer, lung cancer, breast
cancer, bladder cancer, kidney cancer, leukemia, multiple myeloma,
myelodysplastic syndromes, renal toxicity, hepatic steatosis, female
infertility, miscarriage, scleroderma, neurobehavioral effects, or
non-Hodgkin's lymphoma. To be eligible for care under the provisions of
this bill, the Veteran must have served on active duty at Camp Lejeune for
not fewer than thirty consecutive or nonconsecutive days between August 1,
 1953 and December 31, 1987.

Enrollment System Modernization (ESM) Phase 2 in support of Camp Lejeune
 - Veterans will update Veterans Health Information Systems and Technology
Architecture (VistA) to allow for the accurate tracking of Veterans who
meet the CL-V eligibility requirements and are therefore entitled to these
 additional benefits.

To fulfill PL 112-154, ESM Phase 2 in sustainment of CL-V implements
modifications to legacy VA administrative and clinical systems to capture
and manage Camp Lejeune eligible medical care, clinical information, and
 administrative processes.

 Listing of Updates
 ==================
 1. PTF users will be able to enter or edit Camp Lejeune eligibility
information as it relates to a Veteran's inpatient episode of care via
the following options from the PTF main screen:
Load/Edit PTF Data [DG PTF SCREEN]
Set Up Non-VA PTF Record [DG PTF FEE BASIS ADD]
Quick Load/Edit PTF Data [DG PTF QUICK LOAD]

 2. For those Veterans who are eligible for the Camp Lejeune exemption
benefit (Camp Lejeune Eligibility Indicator = Yes), the PTF will capture
whether a patient's inpatient episode was related to Camp Lejeune
exposure. This information will be captured for each patient admission,
transfer, extended bed control (admit and transfer), provider change and
 associated movements and/or treatments.

 3. When using the PTF menu options to enter/edit information related to
the patient's inpatient episode of care, the application will ask the
following classification question dependent on the PTF Screen:
    - 101 Screen: CAMP LEJEUNE EXPOSURE INDICATED?:
    - MAS Screen: WAS TREATMENT RELATED TO CAMP LEJEUNE?:
    - 501 Screen: WAS TREATMENT RELATED TO CAMP LEJEUNE?:
    - 801 Screen: WAS TREATMENT RELATED TO CAMP LEJEUNE?:

 4. When a PTF record is released by selecting RELEASE PTF RECORDS FOR
TRANSMISSION [DG PTF RELEASE RECORD] option, any 801 entries to include Camp
Lejeune data associated with that record that have not been transmitted
to Patient Care Encounter (PCE), will be transmitted. However, this CL-V
indicator will not be visible in PCE until PCE package namespace is
updated to receive the CL-V information.

 5. The INQUIRE PTF RECORD [DG PTF COMPREHENSIVE INQUIRY] option has been
modified so users can view a patient's Camp Lejeune information contained
 in the PTF record.

 6. PTF Transmission to Austin Information Technology Center (AITC) via
MailMan using Health Level Seven (HL7) has been modified to transmit a
patient's Camp Lejeune status to AITC in the following segments for both
International Classification of Diseases (ICD)-9 and ICD-10 era records:
     - 101 Segment (Patient Level) ICD-9 Column: 100 ICD-10 Column: 100
     - 701 Segment (Summary Level) ICD-9 Column: 113 ICD-10 Column: 114

VADPT is a utility routine designed to provide a central point where a

Supported entry points are provided which will return demographics,
    inpatient status, eligibility information, etc.

Access to patient information is not limited to using the supported
entry points in VADPT. Integration agreements can be established
through the DBA between REGISTRATION and other packages to reference
    information.

Patch DG*5.3*914 updated routines VADPT0 and VADPT4 which will affect
the output of the Service Information Call (SVC), array VASV(15).

 Post-Installation Instructions:

Reschedule the PTF Background Job [DG PTF BACKGROUND JOB].

 Back-Out Plan:

In the event a site determines that this patch should be backed out, the
site should submit a YOUR IT Services ticket with the Enterprise Service
Desk (ESD) for assistance with the procedure.

Any issues would need to be evaluated to determine if: a back-out of the
software is appropriate; a new patch is needed; or if data requires
 correction or restoration.

During installation, if the option to back up routines was run as
directed, "Backup a Transport Global", then routines will have the
ability to be restored from the "backup" MailMan message that was
generated. However, the KIDS installation process does not perform a
backup of other VistA software components, such as data dictionaries,
